Daniel Carrera wrote a bibtex Import filter but his web site has shifted and I
can not find it I will email him and ask where it has gone.

Also See

There is an option for this filter to export the bibliographic data in a
document to a bibtex file.

But this is export only.

The simplest way is to convert the data in to CSV form and define you OOo
bibliographic database as a text (CSV) database.

I experimented with the application sixpac which could import bibtex and
export OOo format CSV file using a customised filter see the Software Folder
in the Bibliographic project's 'Documents and files' web page.
