You can use Bibus to do that.

Bibus is able to import Refer(from EndNote), RIS and Medline format.

You can use Bibutils from 

http://www.scripps.edu/~cdputnam/software/bibutils/bibutils.html#ris2xml

to transform Bibtex to RIS, PubMed or Refer then import it in Bibus
(which uses the OOo database format - enhanced of course -).
