No, there is no such rule.
Seems like people are more concerned with the maintenance cost of including
Apache TEZ (Incubating). Having some components of the Apache Hadoop stack
depending on it or having users writing their code against Apache TEZ
(Incubating) makes it worthwhile.
Having someone volunteering for maintaining it could also put some mind more at
ease.
Given that some work has been done to integrate Apache TEZ (Incubating) in
Apache Bigtop and it is being used in multiple projects, I am in favor of
adding it.
I also quickly looked at the patch and saw some references to TEZ. I believe it
should be Apache TEZ (Incubating).
