The common use case i envision is that users of bigtop tests  will like to yum 
install the tests , customize them possibly changing jar versions or adding 
their own scripts, and then run them.  ... Then possibly commit those 
customizations to their own scm repo...

What is the use case where nothing needs to be downloaded from the internet?
