How about this? After the configuration file is created, a program would be run 
by puppet to merge additional options. This program would handle duplicates and 
could allow for overriding of existing options. This program could live in the 
*bigtop-utils* package. This is in a similar fashion of how *init-hdfs.sh* is 
being used by puppet. This way, the implementation of the merging logic is 
decoupled from puppet. e.g. the program doesn't need to be written in Ruby. 
Also, it can be used outside of puppet in scripts that fine tune configuration 
after cluster setup.
