Problem was the global jenkins setting
https://ci.bigtop.apache.org/configureTools/
<https://ci.bigtop.apache.org/configureTools/>

 JDK installation was set to "enabled" with a AMD64 JDK to be automatically
installed, what surely will not work on ppc64le.
Disabled this setting. Consequence is we have to make sure every slave has a
JDK installed.

I did a testrun and ubuntu and fedora on PPC64le build toolchain sucessfully. I
will remove traces of these runs in the next minutes.
