Thanks @alasdairhodge - I'll rename to `USE_JCLOUDS_SSH_INIT`. I prefer
that to `ENABLE_` because if it's not being used then we still execute the same
ssh commands, just in a different way.
For determining when the machine is safe to SSH, agree would be good to
improve the vcloud director integration for guest customizations. But that's
not going to happen in the very short term. There is a separate thread on
jclouds mailing list about that.
