Thanks @alasdairhodge - reason to use jclouds for createUser is that it is
the way we have always been doing it (!) so is the more tried and tested code
path. When we're definitely ready to switch over to the default being brooklyn
ssh'ing, then we should probably move this into a `BrooklynFeatureEnablement`
for restoring the old behaviour.
I'll mark `JcloudsLocationConfig.USE_JCLOUDS_SSH_INIT` as `@Beta`, and then
will merge.
