BROOKLYN-137 stopIptables and openIptables don't work on CentOS7
Implemented to retain full backwards compatibility before the release
- Adding preliminary support for firewalld
- Starting/stopping/restrting of firewalld service
- Adding rules via firewalld's direct interface
- Tests
