Hi,

Since there is a single fix (
https://github.com/apache/bval/commit/aec60e7785e4f45d27336072c526de65bc47aaad)
- plus OSGi metadata upgrade, I think a patch version is sufficient since
user impact/breaking change is not expected (outside OSGi but this part is
ok as a patch IMHO).
