For open source bts, Atlassian recommend bugzilla. http://www.atlassian.com/software/jira/docs/latest/faq.html#is_jira_open_source I know bugzilla's interface can be tiresome, but it _does_ do the job, it's tested and deployed worldwide, and it is free/libre.
