I'm with Bertrand on this - let's use bugzilla. We shouldn't think of "many open bugzilla entries" as bad - bugzilla entries can be good as well as bad, so lots of entries could indicate we know where we are going! I think a "lazier" procedure of just dumping bugs/features/enhancements in bugzilla and using the existing bugzilla query tools would work better.
