It depends how we use it. I agree that conversations don't belong in bugzilla, but I think conversation summaries added to bugzilla with "Enhancement" tags could be effective organisation.
Of course, I guess summary emails of feature conversations are effective, too.
The question is, what problem are we trying to solve?
