No :) our policy says that no incompatible changes should occur between
maintenance releases. They might happen between minor version changes.
Now of course these rules are not fixed which means we can decide on
a case by case basis.

So you are saying this change cannot go in the 2.1.x branch at all, but 
could go against 2.2?

BTW - was this ever published on the website?  I guess I'm having a hard 
time trying to remember what the agreement actually was.
