[~britter] it's not clear your response. The incubator generally prefers that
incubating projects create releases under their target names, e..g
{{org.apache.usergrid}} not {{org.apache.incubator.usergrid}}. If CommonsRDF
is expected to graduate into commons, it's better to use {{org.apache.commons}}
now so that users don't need to migrate later on.
