Plugman seemed pretty straight forward.  There's alot of info in the Readme
about the plugin.xml file, but it was alot easier to understand it by
looking at a simple example like this one:

Perhaps having a simple example of the plugin.xml in the readme would be
helpful for other people too.

Also I'm a fan of GUI, if there was a plugin for Eclipse to view and enable
plugins you want to use that would be awesome!  That would also help with
cordova plugin discovery as well?
