Following Glazier is definitely your best bet for building on Windows, but
it is still a fiddly process. Do you need to build it yourself, or can you
use one of the pre-built installers? The latter is better if you just want
to run CouchDb.

On your Cygwin problem: I've never had any problems with that step. Are you
installing the 32-bit version from the Glazier link? And how far through
the installation do you get before hitting the setup.ini problem? And,
finally, which version of Windows are you working on? Maybe these will help
to diagnose the problem.
