I Downloaded Pentaho Report Designer 1.6 and found in it:

Just we could use horizontal and vertical lines for it, but it not so
easy, or impossible to create tables. (elements cannot touch each other)
Drawing rectangles are planned for implementation in SRB?
You already can insert shapes. Where a rectangle can also be found. By
the way, may be we should add an extra option to the report that table
borders are allowed. When you look at the resulting report you'll see
that there are already tables.
Or submit an Issue?
An issue for an feature that controls can have a border or two controls
can be compound with a border. The best way would be to use the cell
border of the table to avoid too large documents.
