Most forums, not currently.  I think I saw a plugin for one forum
software that allowed you to do that though.  It would require that
the admin set-up a POP3 e-mail account just for the forum, and the
forum software would have to check that POP account periodically (with
a cron job) and pull the replies into the forum so that it would be
visible on the forum and e-mailed to those who subscribed.

And if it doesn't exist for your favorite forum software, I'm sure
with as large an open-source community we have (and many forums have),
someone (or many people) could be persuaded to build one.

The basic logic of the plugin would be:

1. Check POP3 Account
2. Use subject of e-mail as subject of post, and body of e-mail as
body of post.  Reformat e-mail body so that it would look right in the
forum (most forums store posts as html in the database).
3. Check the database to see if this is a new topic or a reply to a
topic by doing a quick search of the post subjects already on the
forum.  If the subject of the e-mail matches the subject of an
existing thread, it is a reply.
4. Pass the incoming post's information to the forum's function or
subroutine that handles new posts or replies on the forum (as if
someone had entered it directly on the forum).  This would
automatically post it on the forum and send out e-mails to those who
subscribed to that topic or forum.

I think someone has already built a plugin for a popular forum that
does this, but if not, as you can see, it wouldn't take much to write
such functionality into the forum.
