If it is agreed this is a problem, I see a few potential solutions:

1. Uploading files to mirrors with the same timing but disabling download access until the official release time 2. Putting a friendly policy notice in places such as http://wiki.services.openoffice.org/wiki/OOoRelease24
3. After the fact, asking each site to change its links
