You seem to me to be not non-crazy. ;-))
The information a central redirector has about a mirror is only what it's sent to the mirror, not the full state. Just as an example, if the machine hosts several mirrors, the information a single-distribution has about the mirror is far insufficient. Therefore such actions should not be done. Besides, as Carsten said, ooffice doesn't justify the effort in any way.
If "my" server recently has delivereed file XXX and the cache is big enough to keep it a while, that knowledge could give mirrorbrain at least a hint for a "good chance" of low latency.
