Not proposing any figures in particular, just rehashing some of the ideas. I
think there's a lot of introspective work with outward-facing or
outside-observable consequences, so tried to represent that in two buckets here.

Be the trusted, go-to partner for PMCs when it comes to D&I
KR 1.1
By end of 2019, establish committee office hours that are attended by at least
75% of the Top 15 projects by number of committers
KR 1.2
By ApacheCon 2020, present results and learnings publicly and jointly with key
partner PMCs
O2
Improve the quality of Apache projects by increasing representation
KR 2.1
By end of 2019, instrument the Apache contributor funnel to establish a
participation baseline for underrepresented groups
KR 2.2
By Q1 2020 have committer recruitment and retention plans, built with and
agreed with the PMCs, for at least 5 projects
KR 2.3
By end of 2020, improve participation of at least one underrepresented group by
5% across all Apache projects
