I don't know why PuTTY is mentioned there anyway. Putty offers a
terminal emulation. You don't need the stuff that PuTTY offers -
all you need is the tunnel.

PuTTY offers tunnelling too :)

(And I cannot tell why the PuTTY guide is classified as "very
good")

because it provides a good SSH client for Windows users :) It addapts with the latest SSH standards also
