The most difficult part of editing the website is learning how to use CVS,
and *that* is very different between different platforms. It is different
because on each platform you'd be using a different program. On Unix and
Linux you'd generally use the command-line 'cvs' command. But Windows
doesn't come with that. So you'd have to use some GUI or another.

Part 14 of step (3) is platfrom-specific.
I figured that duplication was fine, on the basis that electrons are
cheap. And I felt that each given user would be more confortable with a
single set of documentation instead of having him jumping around.

With your ammendment ("locating the public key") I am happy with your new
outline.
