Seems that this is not the case. e.g. I get the follow error \:
        error: package openofficeorg-freedesktop-menus is not relocatable

Tried this to no avail and also 
rpm -Uhiv --relocate /opt=/usr/local *.rpm
neither of which worked.

Any other suggestions?

I hesitate to try this as the standard invocations fail.
