Can people upload files there without using SSH/CVS, like they can upload files to issues? If so, that is a good idea, and I was not aware of that possibility. Thank you!

Yes, no need of SSH/CVS.
If you're not a member of the project (http://documentation.openoffice.org/servlets/ProjectMemberList) with content developer role, your upload need to be validated by some developers of the project (imho, it's safe and allow all contributions).

But if you have content developer role, you are free to upload and make reservations on this part of the site on whatever directory you want. Really, this is for us a great tool because it needs less resources (organization, rules for the content and modifications) than a wiki because of the reservation possibility and, of course, is far more accessible than the ssh/cvs thing. If you like this idea, I can detail the process we use. This is quite simple. The help files on this part are not difficult (even for me ;)

This sounds to me like a very good idea, with some definite advantages over a wiki. I would like to know more. Of course, I don't know what Scott and Ger may think, but it's good for us to look at all the possibilities. I only suggested a wiki because I was not aware of this method you suggest.

I have no problems with modifying our submission process if it makes it easier for people to add/update content.

Sophie,

Can you post the current steps you use to this list so we can look them over?
Thanks
