As per Gerry's note on Issue 66088:
If you have space to manage the documentation space from CVS and you would like
to publish yourself, send an email to [email protected]
requesting developer role.
I'm writing to request a developer role... of course, I don't know if I
am doing this right and I don't know what I will need to do to manage
the documentation space but I am sure some helpful person will help me
out with this :) I should have plenty of space for it.
