I understand your argument, but I'm stuck for a solution. 15 pixels
wouldn't allow a useful image, but then again, I'm not a fan of icons
mixed in with text in the first place. Maybe a cross reference to one
of a set of icons positioned at the end of a chapter would work?
Perhaps a 2 column table with icons and descriptions of their
functions, "out of band" so to speak.

If you work with cross references pointing to the end of a chapter,
reading the text will be cumbersome because the reader has to jump back
and forth. Then I would prefer larger icons that have to be placed in
the first line of a paragraph as I already mentioned.
Or, the icons are placed to the left of the text which will then be
indented.
