Good theory, but I am sceptical about whether a wiki would in fact be kept more up-to-date (with acceptable quality) than ODTs. Note: I would be very happy to discover that it is.
Given that the current "official" UG isn't easily maintained in its present form, it at least is more likely to be kept up to date if it's on the wiki (any maintenance would be better than what it's getting now). But first it needs to be edited and brought up to a state where it can be maintained.
On a related matter: As you know, my primary interest is in providing ODTs, PDFs, and printed books, in addition to online information (wiki). "One official user guide" is a good goal, but until I see a conversion from wiki to ODT, I cannot judge whether having the wiki as the source will work for those other purposes. If it doesn't, then I personally am not enthusiastic about, nor interested in, having the wiki as the source. I hope someone has, or can come up with, a converter for me to test.
