If you go with volunteer for start,I'd try to gather enough content for
one and a half to two editions.  The reason is that by going volunteer
you're at the mercy of your writers for the large part.  Some might be
dedicated but if they're volunteer than more than likely they have day
jobs, and that will come first over anything else. Even an OpenOffice
magazine.  So you need to come up with at least enough to fill those
gaps should they occur (what would be ideal would be to have a backfile
you can turn to).
One other point you might want to consider is what style you are going
to use. Associated Press, Chicago, etc.  That will give you consistency
across those articles, particularly if your writers are from both sides
of hte pond.
Monthly is a managable goal.  Bimonthly is not completely impossible,
but remember most magazines go on a monthly basis.  Either way though,
set your deadlines for submissions, editing and layout and keep to them.
