do not write <tag>whatever </tag>, write <tag>whatever</tag>, in
different languages word sequence changes and in many cases tag goes
to the end of the sentence or before comma. so translator has to
remove whitespaces, because whitespace before period or comma is
really ugly.

Automating a cleanup of either or both items should be pretty simple.
I've been working with the very far-end product of the Help system: the
pages of the en-US Help, as unzipped from their jar in my running
installation. This may not be the best source to use, for your purpose.
As long as I can get the source (whatever) into Writer, I can certainly
list the offenders, and probably write a corrected version, possibly
with a few "human attention required" items listed. DIFF could then
generate patches, if required.
