I have seen multiple instances in the last few weeks of announcements being made without any prior list discussion.

Please can I remind all members of the Dubbo community that project decisions must be made on list. That typically means:
- there is a proposal
- there is a discussion
- the discussion reaches a consensus (rarely, a VOTE is held)
- the consensus is announced as a decision of the project

Normally, the above steps would take place on the dev@ list. Depending on circumstances, it could also occur in other locations such as the issue tracker. Whereever it does happen, it must be a public forum and the whole community must have an opportunity to contribute to the discussion.
