[~sriksun] : I feel this flag is necessary to handle failures during update. If 
a dependent feed entity update has succeeded, the flag can be removed. If it 
failed, we can retry just the failed entity by using the flag.

You bring up very good point regd the corner case : entity instance is complete 
before cluster update, and the user wants to re-run the instance. I believe it 
should be handled the same way a Process update is handled. If a process entity 
is updated, re-run of a completed instance of process does not use the new 
coordinator. So updating cluster should not require Falcon to update old 
coordinator.
