[~sriksun] : When a feed is updates, the number of process entities that need 
to be updated are small. So it is fairly simple to retry update repeatedly 
until it succeeds. When a cluster entity is updated, the number of entities 
that need to be updated can be fairly large running into hundreds. Our thinking 
was that retrying update is an expensive operation and would be efficient if we 
only retry the failed entities. 

I agree with your suggestion about handling older instances. Since these are 
re-runs, it seems ok to require hand holding.
