[~sriksun] : [~venkatnrangan] and I had a discussion about this and we propose
the following solution.
1) Maintain a cluster version per cluster entity, this information is
transparent to the user.
2) There are clusters associated with every feed and process. Falcon should
maintain a cluster version associated with everyFeed/Process Cluster.
3) Update the feed/process bundle/coordinator in the workflow engine during one
of the following scenarios.
a) Falcon is started in normal mode OR
b) A user makes a touch API call on entity.
This way, instead of having an opaque flag, Falcon will have a specific reason
while updating dependent feed/process entities.
