One additional comment, it might be good if we could keep all of this inside
R4SearchPolicyCore, since we will need to do the checking in there anyway. So
perhaps we should think about whether it would be possible to do it all in
there. I think it would, we just would need to check to see if the bundle
passed into resolve() is a version of an already resolved singleton.
