Add option to only install or "install and start" newly discovered bundles

Currently "File Install" bundle always starts any newly discovered bundles. One
should be able to configure it to start new bundles or leave them in installed
state. This need not be at bundle level. To start with, I think a global
boolean flag is good enough.
