Sahoo commented on FELIX-920:
-----------------------------
I don't know the history. I am just assuming that not reading the values from
configuration properties is a bug. So I have filed FELIX-926.
> Add option to only install or "install and start" newly discovered bundles

> Currently "File Install" bundle always starts any newly discovered bundles.
> One should be able to configure it to start new bundles or leave them in
> installed state. This need not be at bundle level. To start with, I think a
> global boolean flag is good enough.
