Yes everyone should be able to subscribe, I thought that was obvious :-)  I
doubt if regular folks would subscribe to that list though.

The cool thing about JIRA is if you log in and comment on a JIRA issue, it
will automatically add you as a 'watcher' and will send you notifications
for further activity on that issue.  You dont need to be subscribed to
j...@flex.apache.org in that case.  I think most users will be following
JIRA activity in this way.

The other point is that we need to make it mandatory for committers and PMC
members so we have someone watching over the JIRA activity.
