I mentioned STeVe but after reading this [1][2], I withdraw that
suggestion as I think STV is intended for choosing multiple from multiple
instead of one of multiple.  (I did not read all of [2]).

My takeaway is that, unless a true majority results, the results of other
system can be challenged.  So, pick a system.  Harb's proposal is fine.
Start a vote and hope a true majority shows up.
