http://incubator.apache.org/guides/ppmc.html explains the differences between managing the committer access and PPMC roster, and has a bunch of other useful information for anyone interested in how the Geode PPMC operates. It's up to the project to establish it's own operating process post-graduation to a top level project, in line with ASF board policies, but I wouldn't expect it to deviate much from the process applied during incubation.
