You can always vote anywhere in the range of +1 through -1, including fractionally like +0.9 or -0.5.

I think fractions are confusing and I've never really seen them used often. I tend to think conventional patterns like the following are clearer :

+1 : yes
+0 : yes, but I'm not helping
 0 : no opinion
-0 : no, but I'm not going to stand in the way
-1 : no
