I don't know why. The svn history is preserved in all of the files, but would 
agree that it's awkward. I don't see a problem w/ a branches/2.1 or 
branches/2.2. It certainly works for our server/branches. You can always copy 
to a branches/2.1.7 for final release preparation, if needed.
