As I said, who goes first doesn't make much difference, we just need to have it
clear. The reasonable explanation for master going last is that it looks at
aggregators and decides what happens next, i.e. it concludes the superstep. And
your explanation is reasonable one for master going first.
So I'm fine with keeping master going first. Just one thing, in that case,
could you please give an opinion on what's the correct value above, 15 or 16?
After that, I'll update the patch.
