The term "committer" is somewhat special in the Apache context. It means,
someone who has been recognized by the PMC for their contributions to the
project and its community and has been granted permissions that include
write access to our git repos along with other privileges within the
foundation. You can read more about the path to becoming a committer on
this page [0].

However, I see that your Jira user account does not have the "contributor"
role within the HBase project. I have made that adjustment and so you
should now be able to self-assign Jira issues.
