In my experience, the committer who is helping a contributor to land their
first PR will take care of this Jira bookkeeping behind the scenes.

A better UX for everyone would be if the ASF automation that we use to
approve a request for a new Jira account on a project would also let us
specify automattic Jira role assignment. If you felt like contributing to
ASF Infra, this is likely a PR they'd support.
