Ok, after reviewing this document (
https://incubator.apache.org/policy/incubation.html#releases), I see
mention of the binding verbiage. I think I maintain that the IPMC members
are the binding votes, but that's once we present to the general at
incubator.apache.org alias. For the Podling level vote in our dev channel,
I think our votes are enough. The PPMC vote is just to agree that we can
proceed to get the binding IPMC votes.

So I think we should be able to present the vote results to get the IPMC
binding votes.
