I suggest httpd-site/info/known_bugs.html which already exists (although it
hasn't been updated since 1.3.4).  Feel free to wipe it clean, then link it
in from the README in dist.  It is already linked from
http://httpd.apache.org/bug_report.html.

We can also drop patches in
http://httpd.apache.org/dist/httpd/patches/
