What do you guys think about just removing the 0.7 stuff altogether? I mostly 
kept the 0.7 generator because the toolchain is supposed to be able to generate 
all artifacts from all time. The main consequence would be that someone doing a 
local build from the toochain source wouldn't get the 0.7 artifacts that would 
be in s3. But we never published a release that actually uses 0.7 so I don't 
see why that would be a big deal.
