Ok, so I think we've done everything we need to do, so I'm proposing we graduate. I've got a draft for the charter we'd submit to the IPMC and then the board at https://wiki.apache.org/jclouds/GraduationCharter - note that I did put myself down as VP, but would be perfectly fine with someone else taking it. I'm just kinda there by default.
For the initial members, well, I'm assuming that translates directly to PMC - so I didn't include Zach there. I imagine we might have to do a little juryrigging of commit rights after the graduation finishes, but I didn't want to blur lines. I did include only one of the mentors on the top-level PMC, David Nalley. If any other mentors would like to be on the PMC, just add your names there - I didn't want to make any presumptions of who wanted in/who didn't, and have always found the "mentors end up as top-level PMC by default" thing a bit silly. =) I also included all the initial committers/PPMC members on the top-level PMC, including those who haven't been active for a while - again, if anyone would like to be removed from that list, just ask.
